Trajik olduğu kadar benzersiz de olan bu nihai sonuç, sayısı hesaplanamayacak kadar çok ölüm, kaçırmalar ve zora dayalı ihtidalar, medeni ve siyasi hakların kaybı ve sağ kalanların sürgüne gitmek zorunda bırakılmaları, milli ve şahsi varlıkların gaspı, iki bin yıllık bir uygarlığın tanıklıklarına yönelik bugün de devam eden yıkım ve tarihsel miras olan bir coğrafyanın sistemli bir şekilde haritadan silinmesiyle birlikte, Ermeni halkına, her tür ölçünün ötesinde bir zarar verdi. Ermenilerin o günden beri bekledikleri adaletin sağlanmaması, hedefi olmaya devam ettikleri inkârcı ayak oyunları, zamanın getirdiği acılar, bu zararı daha da ağırlaştırıyor.

Eğer, işlenen ağır suçların zımnen onaylanması ya da salt şiddet yoluyla elde edilmiş bir menfaatin meşrulaştırılması söz konusu değilse, bu anlamlı tazmin ve telafi hareketinin karşısına hiçbir şey çıkarılamaz. Bu talep, ister istemez, ilerleme sevdalısı bir dünyada, evrenselliği kadar çeşitliliği de göz önüne alınan insan topluluklarının kültürel mirasına hak ettiği değeri veren kişilere de seslenmektedir.
Bizler, hoşgörüsüz ve dışlayıcı önyargıların ötesinde, haklı çıkarıcı ya da inkârcı tutumların da ötesinde, başka her yerde olduğu gibi Türkiye’de de yeri olduğundan, akıl ve mantığın her şeye galebe çalacağına inanıyoruz. Bu kanaatledir ki, Türkiye’nin yetkili makamlarından, el konan varlıklarını Ermeni milletine iade etmelerini, bunu yapmak için de, ilgili üçüncü tarafların zararlarını tazmin etmek üzere harekete geçmelerini; aynı zamanda, bu varlıkların rehabilitasyonu, yenilenmesi, restore edilmesi, gerektiğinde de yeniden inşa edilmesi için, uluslararası katkılara açık bir bütçe ayırmak suretiyle kaynak sağlamalarını; böylelikle, boş yere ve çok uzun süre ertelenen bir adalet ve kardeşlik görevini yerine getirmelerini bekliyoruz. Son olarak, böyle bir kültür mirasının kurtarılması ve geleceğiyle ilgilenen herkesi, bu çağrıyı kararlılıkla sahiplenmeye ve desteklemeye davet ediyoruz.

Երկար տարիներու հալածանքներէ եւ զանգուածային ջարդերէ յետոյ, ծրագրուած եւ 1915-1916-ին գործադրուած Հայոց ցեղասպանութիւնը, Հայոց իրենց երկրի մեծագոյն մասէն անհետացումը պատճառեց։ Այս ծայրագոյն հետեւանքը, նոյնքան եզակի որքան եղեռական, մեռեալներու, առեւանգումներու եւ բռնի կրօնափոխութիւններու անհաշիւ քանակին աւելցած, աւելցած՝ քաղաքական եւ քաղաքացիական իրաւունքներու կորուստին եւ վերապրողներու պանդխտութեան դատապարտուելուն, նմանապէս՝ ազգային եւ սեփական կալուածներու գրաւման, երկհազարամեայ քաղաքակրթութեան մը վկայութիւններու դեռ շարունակուող քանդումին եւ պատմութենէն ժառանգ եկած աշխարհագրութեան մը կանոնաւոր ջնջումին, անհամեմատելի վնաս մը հասցուցած է հայ ժողովուրդին։ Հայոց դէմ ուղղուած ժխտողական յարձակումները, արդար դատաստանի մը զլացումը, ժամանակի պատճառած տառապանքը, անկէ ի վեր կը սաստկացնեն զայն։
Գիտակցելով թէ ոչ մէկ հատուցում կրնայ այդքան մեծ ոճիր մը հակակշռել, բայց գիտակցելով նաեւ թէ անոր հատուցումը, ինչ հիմք ալ ստանայ ան, առաւել եւս անհրաժեշտ կը դառնայ, բնական իրակունքի թելադրանքով իսկ ներկայ յայտարարութեամբ կը կրկնենք “2015 Հատուցում համախմբութեան” եւ Երկիր եւ Մշակոյթ համազգային կազմակերպութեան Թուրքիոյ ներկայացուցած հատուցման պահանջը. այն է վերադարձը գրաւուած բոլոր հայ ազգային կալուածներուն եւ յուշարձաններուն՝ վանքերուն, եկեղեցիներուն, գերեզմանոցներուն, հիւանդանոցներուն, դպրոցներուն եւ անոնց պատկանող սեփականութիւններուն, նշուած ձեւերով եւ միջոցներով։ Բացի գործուած յանձանքին ծածկաբար տրուելիք հաւանութենէն կամ լոկ բրտութեամբ ձեռք բերուած շահ մը իրաւացի նկատելէն, ոչինչ կրնայ հակառակիլ հատուցման այս յատկանշական արարքին, որ անհրաժեշտօրէն կ՚ուղղուի նաեւ բոլոր անոնց՝ որոնք, յառաջդիմութեան ձգտող աշխարհի մը մէջ, լիովին կ՚արժեւորեն մարդկային ընկերութիւններու մշակութային ժառանգը, ընկալուած իր բազմազանութեամբ եւ իր համամարդկային նկարագրով։
Խտրական եւ անհանդուրժողական կեցուածքներէն անդին, արդարացման կամ ժխտողականութեան փորձութիւններէն անդին, կը հաւատանք որ պիտի յաղթեն միտքն ու բանականութիւնը, որովհետեւ անոնք իրենց տեղն ունին Թուրքիոյ մէջ, ինչպէս այլուր։ Այս համոզումով է որ կ՚ակնկալենք Թուրքիոյ իշանութիւններէն՝
• որ վերադարձնեն Հայ Ազգին իրմէ յափշտակուած կալուածները, ասոր համար փոխ հատուցում ապահովելով առընչուած երրորդ անձերուն.
• որ յանձն առնեն միաժամանակ այդ ստացուածքները վերարժեւորել, նորոգել, վերականգնել կամ, ի հարկին, վերաշինել, այս գործին յատկացնելով միջազգային նպաստներու բաց՝ յատուկ սնտուկ մը.
• որ այսպիսով կատարեն շատ երկար ատեն եւ ի զուր յետաձգուած արդարութեան եւ եղբայրակցութեան պարտականութիւն մը։
Վերջապէս կոչ կ՚ուղղենք բոլոր անոնց որ կը մտահոգուին նման ժառանգի մը փրկութեան եւ ապագային համար, որպէս զի անվեհեր յարակցին ներկայ կոչին։

Declaration and Call to Action- April 7th, 2016
Planned and carried by the Turkish State in 1915–1916 after many years of persecutions and mass killings, the Armenian genocide resulted in the disappearance of Armenians from the better part of their territory. This singular and tragic outcome, in addition to the countless deaths, the abductions, the forced conversions, the loss of civil and political rights and the sentencing of survivors to exile, the confiscation of national and private assets, the ongoing destruction of testimony to a two-thousand-year-old civilization and the systematic erasure of a historical geography, has done immeasurable harm to the Armenian people. And the subsequent denial of justice to Armenians, the negationist campaigns and the suffering engendered by the passage of time only make matters worse.
Fully aware that no reparation could compensate for such a crime but equally aware that its reparation, on whatever basis, is all the more necessary in virtue of a natural law, we reiterate by the present declaration the demand for reparation addressed by the Collectif 2015: Reparation and the International Union of Land and Culture Organizations to Turkey, in particular the demand that all national assets and other confiscated Armenian monuments – churches, cemeteries, monasteries, hospitals and schools – together with their dependencies be returned, according to the forms and methods retained. Nothing other than the tacit approval of the crimes committed or the legitimization of benefits gained through violence alone could oppose this significant gesture of reparation which, of necessity, will be addressed also to those who, in a world enamored of progress, place a high value on the cultural heritage of human societies in all its diversity and its universality.
Despite the willful intolerance and exclusion, the temptations to justify or deny, we believe that intelligence and reason, because they exist in Turkey as elsewhere, will ultimately triumph. It is because of this conviction that we are inviting the Turkish authorities to return to the Armenian nation the confiscated assets, and to compensate the parties concerned; to at the same time undertake to ensure the rehabilitation of these assets, their renovation, their restoration or, if need be, their reconstruction, devoting to this a budget open to contributions from the international community; and in so doing to fulfill a needlessly neglected and long-overdue duty of justice and fraternity. Lastly, we call on those concerned by the rescue and the future of such a heritage to firmly associate themselves with this call to action.

Collectif 2015 : réparation
Planifié et exécuté par l’État turc en 1915-1916 après de longues années de persécutions et de tueries de masse, le génocide des Arméniens a abouti à la disparition des Arméniens de la plus grande partie de leur pays. Cette conséquence ultime, singulière autant que tragique, ajoutée au nombre incalculable des morts, des enlèvements et des conversions forcées, à la perte des droits civiques et politiques et à la condamnation des survivants à l’exil, à la confiscation des biens nationaux et privés, à la destruction toujours en cours des témoignages d’une civilisation bimillénaire et à l’effacement méthodique d’une géographie léguée par l’histoire, a causé au peuple arménien un préjudice incommensurable. Le déni de justice que les Arméniens ont connu depuis, les menées négationnistes dont ils continuent d’être la cible, les souffrances engendrées par le temps ne font que l’aggraver.
Conscients qu’aucune réparation ne saurait compenser un crime aussi considérable, mais également conscients que sa réparation, quel qu’en puisse être le fondement, n’en est que plus nécessaire, en vertu même d’un droit naturel, nous réitérons par la présente déclaration la demande de réparation adressée par le Collectif 2015 : réparation et l’Union internationale des organisations terre et culture à la Turquie, nommément la demande de restitution, dans les formes et selon les modalités retenues, de tous les biens nationaux et autres monuments arméniens confisqués – églises, cimetières, monastères, hôpitaux, écoles – et de leurs dépendances. Rien, sinon l’approbation tacite des forfaits commis ou la légitimation d’un bénéfice acquis par la seule violence, ne saurait s’opposer à ce geste significatif de réparation, lequel, nécessairement, s’adressera aussi à tous ceux qui, dans un monde épris de progrès, accordent toute sa valeur à l’héritage culturel des sociétés humaines appréhendé dans sa diversité comme dans son universalité.
Au-delà des partis-pris d’intolérance et d’exclusion, au-delà des tentations justificatives ou négationnistes, nous croyons que l’intelligence et la raison, parce qu’elles ont leur place en Turquie comme ailleurs, s’imposeront par-dessus tout. C’est munis de cette conviction que nous attendons des autorités de la Turquie qu’elles rendent à la Nation arménienne les biens dont elle a été spoliée, en procédant, pour ce faire, au dédommagement des tiers concernés; qu’elles s’engagent à subvenir en même temps à la réhabilitation de ces biens, à leur rénovation, à leur restauration ou, le cas échéant, à leur reconstruction, en y consacrant un budget ouvert aux contributions internationales; qu’elles accomplissent ainsi un devoir de justice et de fraternité inutilement et trop longtemps ajourné. Enfin nous appelons ceux que préoccupe le sauvetage et l’avenir d’un tel patrimoine à s’associer fermement au présent appel.
