Armenian and Azerbaijani foreign ministers Vartan Oskanian and Elmar Mamedyarov will meet on January 23 in the Russian capital Moscow for another round of talks on ways to settle the Armenian-Azeri dispute over Nagorno-Karabakh. Revealing the news today in Yerevan, Vartan Oskanian said his talks with Mamedyarov will be attended by chairmen of the OSCE Minsk Group. Oskanian said the Armenian side is ready to continue negotiations and will not backpedal on its principle that the people of Nagorno-Karabakh have the right to self-determination. Oskanian said there is (an interesting) proposal on the table which may result in a serious breakthrough in case political will is displayed. President Robert Kocharian said in December that he saw no prospect of any agreement being reached ahead of elections to Armenia\’s National Assembly next May, arguing that “even the best” deal would be exploited for electoral purposes by his opponents.
