YEREVAN, NOVEMBER 4. ARMINFO. The Armenian Government decided Wednesday to cancel the ArmenTel telecom company’s cellular communication monopoly.
Armenia’s Justice Minister David Haroutyunyan says that the decision covers GSM, mobile satellite communication and special mobile radio communication of 900 Hz. The new operator will be able to connect its network to ArmenTel’s one. In exchange ArmenTel has been given monopoly in IP-telephony, a sphere formerly operated by numerous small companies. Besides the company has the exclusive right to use its fiber cable network which it is obliged to lease to providers. The rent will be set by Transport and Communication Ministry who will consider existing costs and reasonable profits.
Haroutyunyan says that in 2005 the users of digital ATEs will pay 900 AMD (rent) for 360 minutes of free intracity phone talk and 4 AMD for each extra minute of phone talk and 1 AMD for internet communication. If a subscriber talks for more than 2,250 minutes he will have to pay 8 and 1 extra AMD for phone talk and internet respectively.
The Government has instructed Haroutyunyan to negotiate and reach peace agreement with ArmenTel – this meaning that the Government will overlook the fact that ArmenTel has not renewed the contract for the sale of its shares and has failed to fulfill its investment commitments. “Now we are more concerned about the communication quality than about the investment quantity,” says Haroutyunyan. The only requirement remains that ArmenTel should telephonize 800 villages by Dec 31 2005.
