Turkish the Prime Minister, Recep Tayyip Erdogan, carry out Monday 19
at Wednesday July 21 an official visit in France to promote the
candidature of his country for the European Union, whereas the French
political community remains divided, if not hostile, as for the nearest
opening of negotiations of adhesion.
The European Commission must give in October its recommendation on the
opening of negotiations of adhesion with Turkey, which or not the
European leaders in December will decide. Berlin, like London or Madrid
support Ankara, and Paris remains the last obstacle to be crossed.
Turkish the Prime Minister must discuss with Jean-Pierre Raffarin at
the first day his visit and be received the following day in the
Elysium by the president, Jacques Chirac, at the time of a working
lunch. He chose to employ the great means to convince France and
proposes the assessment of almost two years of being able.
The government of Mr. Erdogan, who directs the Party of justice and
development (AKP), resulting from mobility islamist, makes pass to the
Parliament the main part of the democratic reforms required by
Brussels: languages of the minorities – of which Kurdish – were
recognized; the Constitution was altered, with a view in particular to
decrease the capacity of the national Council of safety; the Cypriot
question was resolved. Turkey estimates to have met the political
conditions – criteria of Copenhagen – to open the negotiations of entry
in the European Union.
“EUROPEAN VOCATION”
But the question of the entry in the UE of Turkey, Moslem but laic
country of more than 70 million inhabitants, divides the French
political community deeply. The president of the Republic seems to
support it. June 29, at the time of the top of NATO in Istanbul,
Jacques Chirac had highly criticized the standpoint of the American
president, George W Bush, in favour of an accession of Turkey with the
UE, seeing an interference in the European businesses there. The French
president however had considered to be “irreversible” the walk of
Ankara towards the UE, estimating that “Turkey has a European vocation,
historical, very old”.
But its party, the Union for a popular movement (UMP), decided against
an adhesion. The entry of Turkey in the UE would in the long term sign
“the end of Europe” , had declared the former president of the UMP,
Alain Juppé, rather proposing for Ankara the solution of “a
brought closer vicinity” .
With the difference of the parties of right-hand side, the socialist
Party is favorable to the principle of the entry of Turkey in the UE,
but conditions for its part the opening of negotiations of adhesion to
the recognition by this country of the Armenian génocide of
1915, under the Empire ottoman. Turkey, which categorically rejects the
thesis of a “génocide”, had been particularly irritated by the
adoption in 2001 by the French Parliament of a law recognizing the
Armenian génocide.
Recep Tayyip Erdogan must meet Alain Juppé, François
Bayrou and François Holland. Turkish the Prime Minister intends
to convince them to reassure and them, once again, that Turkey has a
future European.
