Yerevan, 12 February: The National Commission for Television and
Radio decided at its 11 February sitting to fine the Kentron and
Prometevs TV channels 100 minimum wages (100,000 drams or 170 dollars)
for violations during election propaganda. This is the first time
TV channels have been brought to book for violations during the
election campaign.
On 21 January, the day when the election campaign officially kicked
off, the Kentron TV broadcast a programme of presidential candidate
Aram Karapetyan between 2312-2320 [1912-1920 gmt] without captioning
it as an election campaign programme. The Prometevs TV aired political
propaganda of Aram Karapetyan, Stepan Demirchyan and Robert Kocharyan
without the appropriate captions between 1945-1955 [1545-1555 gmt]
on 23 January.
The commission concluded that the violations were not premeditated. In
the Prometevs TV case, they were caused by technical problems, and
the TV company itself had declared the violation, because of which
the commission imposed a minimum penalty (maximum penalty is 200
minimum wages).
