The U.S. Senate Thursday evening approved an Omnibus Appropriations Bill for Fiscal Year 2003, which provides $90 million in assistance for Armenia in Freedom Support Act funding. The bill also provides $3 million for Foreign Military Financing (FMF) and $750,000 for International Military Education and Training (IMET). The bill also encourages the establishment of a rail link between Kars, Turkey and Gymuri, Armenia, which “would make a positive contribution to America’s efforts directed at the economic development of the region.” The bill also calls for the remainder of the $20 million in assistance to Nagorno Karabakh to be “promptly disbursed” and allows for an additional $5 million in assistance “to address ongoing humanitarian needs in Nagorno Karabakh.” The bill continues to make funds available for confidence-building measures to resolve the NKR conflict.
