YEREVAN (Noyan Tapan)—Azerbaijan distributed a document regarding the need to discuss the Karabakh conflict settlement at the Council of Europe, according to Armen Rustamian, who participated in Parliamentary Assembly of the Council of Europe.
Rustamian pointed out that the Azeris have occupied a strong positions in the CE thanks to Turkey, and is trying to take the discussion of the Karabakh problem the CE. According to Rustamian, the discussion of the issue by the Political Committee of the PACE is quite possible. The Azeris could collect 50 signatures of delegates from different countries to show support for the document. “We must be ready to direct all efforts at unification so as to accept the challenge,” he said.
According to Hovhannes Hovhannissian, the head of the Armenian delegation at the PACE session, the CE has not accepted any responsibility to solve the Karabakh conflict politically.
“Democracy faced with terrorism” was the subject of Armen Rustamian’s report at the PACE autumn session held in Strasbourg. Rustamian is a member of the Parliamentary delegation of Armenia, he is the Vice Chairman of the Parliamentary Standing Commission on Foreign Relations, and a member of the ARF.
Rustamian emphasized that “Azerbaijan will stop at nothing to advocate its own approaches to the Karabakh conflict. Azerbaijan has accused Armenia and Karabakh of terrorism and other crimes. While the latest events clearly show who, and in what way, is connected with terrorism and International agencies and other official documents point to Baku and Azerbaijan for being directly connected with the network of bin Laden’s organizations.”
Taking part in the discussions on Georgia’s implementations of its commitments, Armen Rustamian pointed out that Armenia seeks to establish close and friendly relations with Georgia. “Armenia welcomes the success Georgia has had since it entered the Council of Europe because it promotes democracy in the entire region, and it ensures the rights of national minorities, which is especially important for us in Armenia because thousands of Armenians live in Georgia. These problems should be settled so they do not cause further tension. In this aspect the Constitution, as well as laws on elections and on parties need urgent reforms. A full legal right to autonomy should be ensured. The controlling role of the CE is highly important because it can get settle the problems. In this aspect it would be advisable for the members of the monitoring group to visit the places where the national minorities live and study their problems directly.”
