FREEDOM OF THOUGHT AND FAIR ELECTIONS – IS THAT WHAT ARMENIA NEEDS?

“We are here in a very key point now when constitutional reforms are achieved on principal issues,” Roland Vegener, EC Ministry Committee Monitoring Ago committee head told a news conference today. In his words, he has discussed legal reforms with the Armenian leadership which suppose covering the constitutional reform. He also said that Armenia has obliged to make its legal amendments in the coming two years. “We have already submitted expert opinion on a number of legal acts,” he said.

The Armenian foreign minister Vartan Oskanyan said that Armenia has achieved some of its obligations in legal reforms. He said that part of the work has to be done yet, including on judicial-legal reform and on Election Code.

Vegener noted that freedom of thought of mass media is very important for the country together with free and fair elections. One of opposition representatives has told Vegener that mass media reports one-sided information without balancing between the opposition and the authorities. The Armenian president Robert Kocharyan, however, has refuted that opinion. In order to come to an objective conclusion, EC representative thinks that a monitoring should be done. Speaking about A1+, Vegener said that discussions were held even with the Armenian president and the Council of Europe is very concerned on that.

Vegener suggested training people to work in the election committee before the elections. He also agreed that a good election code does not resolve all issues. “It will be a basis, a starting point for fair elections. If the opposition cannot use it, they will fail,” he said./Panorama.am/
