The U.S. Ambassador to Turkey-designate, Ross Wilson, stated that "the U.S. Government has not taken a position on routes for a regional South Caucasus railway and has not provided any financial backing for such a railway." Ross Wilson has responded in writing to a series of questions submitted by Senator Paul Sarbanes concerning the Tirkish-Armenian border and construction of the Kars-Akhalkalaki railway bypassing Armenia, Mediamax reports. "The U.S. Government has taken the position that decisions about such a railway should be based on economic factors," said Ross Wilson. "I believe that Turkey should open its border with Armenia. I also believe the United States should continue encouraging regional integration that includes all countries of the Caucasus," Wilson said. Ross Wilson noted that neither the EU's Progress Report nor the Accession Partnership Agreement requires Turkey to open its border with Armenia. Wilson, who served previously as Ambassador to Azerbaijan, said at the same time that "the opening of the Turkey-Armenia border would benefit both countries and constitute an important step toward reconciliation and mutual understanding, which the United States strongly supports." The European Union High Representative for the Common Foreign and Security Policy, Javier Solana, said in reply to Mediamax's question in Brussels October 20 that the European Union hopes for the speedy opening of the Turkish-Armenian border, which will allow to restore Kars-Gyumri railway instead of constructing a new "complicated" route Kars-Akhalkalaki. When asked by Mediamax's special correspondent, Javier Solana said that the use of current transport communications is much more preferable than investing money into the construction of new ones.
