YEREVAN

Azerbaijan is against the participation of Armenian troops in the
Cooperative Best Effort 2004 exercises that will be held in Azerbaijan
within the framework of NATO’s Partnership for Peace programme,
Maj-Gen Mikael Melkonyan, chief of the foreign relations and military
cooperation department of the Armenian Defence Ministry, told our
correspondent today.

At the same time, Melkonyan said that Armenia had informed the NATO
leadership of its readiness to take part in the Cooperative Best
Effort 2004 exercises.

Melkonyan said “if Baku does not change its stance on Armenia’s
involvement in the Cooperation Best Effort 2004 exercises, it is quite
likely that the exercises will not be conducted in Azerbaijan”. The
general believes that this issue will be tackled within the next two
months.

Azerbaijan ignored an invitation to take part in the Cooperative Best
Effort-2003 exercises that were held in Armenia in 2003.
